Transfer to Federal Custody

Scarver was transferred to the Federal Bureau of Prisons due to security concerns.

2000

Transfer to Wisconsin Secure Program Facility

Scarver was moved to the Wisconsin Secure Program Facility when it opened.

2001

Court-Ordered Transfer

A federal district court judge ordered Scarver and other mentally ill inmates to be relocated from the Wisconsin facility.

2005

Civil Rights Suit

Scarver filed a federal civil rights suit against officials of the Wisconsin Secure Program Facility, alleging cruel and unusual punishment.
